The AI talent job-openings ratio is still above 3x
As of August 2026, the ratio of open positions to applicants for IT roles (including AI-related ones) remains around 3.3–3.5x — more than double the average across all occupations (roughly 1.5x). It's still very much a candidate's market, and competition among employers for AI talent has only intensified.
The gap is widening between companies that commit and companies that wait
Around 55.2% of Japanese companies report using generative AI in some form, but for many that still means pilot projects or partial efficiency gains rather than deep integration. 2026 looks set to be the year the gap widens between companies moving AI agents from proof-of-concept into limited production, and companies still on the sidelines — and that gap is starting to show up directly in hiring competitiveness.
A new role is emerging: "AI agent development"
Leading tech companies in China have been rolling out new job titles like "AI full-stack engineer" and "AI agent developer," and the same shift is starting to appear at Japanese employers too. Demand is moving beyond traditional "AI/ML engineer" roles toward people who can own agent design, operation, and evaluation end to end.
AI is showing up in the hiring process itself
With the arrival of highly capable multimodal models like GPT-5 and Gemini 3.0, AI is starting to be built into the hiring process itself — from analyzing interview recordings to assessing soft skills — turning what used to be a largely qualitative process into something increasingly data-driven.
Demand is growing for mid-to-executive-level talent
Over the next 6–12 months, demand is expected to grow particularly at the mid-to-executive level, as themes like overseas expansion, DX, and succession planning converge — all of which require leaders who can drive transformation.

Test the hiring thesis in 90-day cycles
AI titles change too quickly for an annual workforce plan to remain sufficient. Every quarter, revisit the business outcome, capability required, build-versus-buy decision and the boundary between employees and external delivery. Track interviews with genuinely qualified candidates, technical-assessment progression, reasons offers are accepted or declined, and outcomes in the first 90 days—not application volume alone. Those measures reveal whether the role design, sourcing pool or selection process needs to change.
