Semiconductor talent for Japan: a Taiwan, Malaysia and mainland China hiring map

For a Japanese semiconductor business, an overseas search works best when the brief identifies the technical bottleneck, the actual worksite and the language used on the job. Tech Alliance connects recruitment across Taiwan, Malaysia and mainland China with Japan-based requirements. This brief prioritises Japan; South Korea, India and Singapore are additional destinations when the role and local engagement route fit. A regional network is not a promise of immediately available candidates.

Industry signals: more competition, not a ready-made surplus

Japan’s Cabinet Office describes semiconductor workforce shortages in its 2024 regional analysis. Malaysia’s National Semiconductor Strategy prioritises upgrading the ecosystem and developing skilled engineers. Taiwan’s 2026 salary report distinguishes well-paid specialist design roles from management. These sources suggest competing opportunities at home as well as abroad; they do not measure willingness to move to Japan or proficiency in English.

Four hiring lanes that should not share one generic shortlist

  • Materials and packaging R&D: epoxy/acrylic formulation, encapsulants, underfill and HBM-related packaging. Ask what the person developed, how reliability was evaluated and whether work reached qualification or production transfer. Do not equate materials chemistry with IC design.
  • IC design and verification: analogue/digital design, RTL, SystemVerilog/UVM, physical design or device modelling. Establish the block, tools, responsibility and validation stage. A verification specialist is not automatically a process engineer.
  • Fab operations: process integration, equipment, yield, product/test, reliability and quality. Establish process step, tool family, troubleshooting ownership, cleanroom work, shift or on-call expectations and production-ramp experience.
  • Factory infrastructure and technical coordination: facilities, utilities, automation, EHS and supplier/customer engineering. Clarify site interfaces and safety responsibilities; semiconductor employment alone does not prove competence in every discipline.

Where to search—and what still needs checking

Use Taiwan for targeted searches across design, fabrication, packaging/test and materials; Malaysia for assembly/test, product, equipment and manufacturing-engineering searches; mainland China for relevant design, process, equipment and materials experience. These are starting hypotheses, not exclusive national specialisations. Verify each person’s actual project history, motivation, availability and permission to share information. Never ask for a former employer’s recipes, confidential designs or customer files.

Working English is a skill to demonstrate

Use the same job-relevant exercise for every candidate: explain a non-confidential failure investigation, write a short handover and discuss trade-offs with the hiring manager. Separately assess Japanese needed for safety, SOPs, shift handovers and customer contact. Do not substitute citizenship, ethnicity or a language-test score for technical communication. A Chinese-speaking requirement should name the business interaction it supports.

A useful brief for Tech Alliance

Start with the role lane and destination. Then agree must-have versus preferred skills, decision-maker, employment arrangement, language by task, compensation basis and relocation feasibility. Permanent hiring is suitable for long-term expertise; Japan dispatch or a defined engineering project requires a separate scope and compliance check. We can help structure the search and consultant discussion without claiming that a specific talent pool size or start date is already secured.

Questions employers ask

Can you search beyond Taiwan?

Yes. Discuss Taiwan, Malaysia and mainland China as sourcing markets, with Japan as the primary destination. South Korea, India and Singapore can also be considered against the actual role, work authorisation and local service scope.

Does English-speaking mean Japanese is unnecessary?

No. The working language depends on the manager, technical documentation, safety and customer interfaces. Identify which tasks require Japanese and what support the employer can genuinely provide.
